Superintendent (Triple Hat)

Walga MTE is seeking a dynamic, proactive, and self-starting triple hat to serve as Superintendent, Site Safety & Health Officer (Safety Manager), and Quality Control Manager to join our team in Charleston, SC. This position is responsible for daily project operations, safety, and quality control, including review of all work items, material submittals, and subcontractor safety plans. The position will also be responsible for implementing the quality requirements contained in the contract documents and overseeing safety practices of on-site personnel and visitors. This position will report to the Director of Contract Operations and Program Management.

Responsibilities

  • Apprise project management of assigned project’s progress, issues, and concerns.
  • Collaborate with subcontractors, suppliers, and company field personnel to mobilize and administer efforts throughout the life of the project.
  • Control changes to the cost baseline. Monitor cost performance to detect and understand variances from the cost baseline.     
  • Maintain the project’s schedule by determining appropriate resources, quantities, and availability to perform project activities.
  • Prepare three-week look-ahead and long lead item schedules.
  • Notify management if events beyond company’s control negatively impact the schedule.
  • Manage all aspects of subcontractors.
  • Provide direction for the close-out documents.
  • Obtain all certificates and conduct all final inspections prior to project close-out.
  • Oversee quality assurance activities, providing an umbrella for continuous process improvement. Provide accurate invoicing and timely delivery of materials and equipment.
  • Provide direction to the Project Engineer and maintain priority on critical path items necessary to keep the project schedule.
  • Assist in controlling hazardous working conditions and unsafe employee activities.
  • Supervise and coordinate project emergency action procedures, including work assignments, personnel administration, staffing, and training for emergency contingency plans.
  • Develop and administer job site safety and environmental training.
  • Complete daily project safety audits, as well as property damage and personal injury investigations.
  • Provide oversight to ensure that the project site conforms to all applicable safety regulations.
  • Document all accidents, safety violations, and unsafe conditions.
  • Provide problem resolution for sites that are in violation of safety standards.
  • Support OSHA compliance officers, corporate safety officers, and insurance inspectors during on-site audits.
  • Monitor contractor compliance with OSHA and company safety requirements.
  • Maintain all safety documents for the project site.
  • Facilitate necessary safety meetings. Submit unplanned event forms to Human Resources if a work-related injury occurs.
  • Assist in preparing written appeals for safety violation citations.
  • Perform additional assignments per supervisor’s direction.
  • Manage staff through ensuring appropriate staffing, provide formal and informal evaluations/feedback, addressing employee issues when warranted and providing appropriate training and mentoring.
  • Identify problems, gather, and analyze information, and consult with associated staff to make projects successful.
  • Meet established goals, while ensuring quality of work through accuracy and thoroughness.
  • Flexible, well organized, and detail oriented, using efficient time management skills to meeting project deadlines and schedules.
  • Make timely decisions using sound and accurate judgment while keeping appropriate people informed in the decision process.
  • Work to increase job knowledge, exhibiting the ability to learn and apply new skills.
  • Coordinate with project management to ensure all close-out documents are complete and submitted.
  • Communicate regularly with the project manager to provide quality control updates and advise of issues or problems that may affect progress.
  • Coordinate, provide oversight, and review outside testing agencies to ensure proper techniques and contract compliance.
  • Provide oversight of subcontractor submittals and the submittal register. Order and receive needed materials and equipment.
  • Coordinate and administer weekly safety meeting and/or identification of safety meeting elements relevant to quality control.
  • Monitor quality and safety practices daily, along with ongoing inspections to minimize the need for corrections and punch-list items.
  • Implement the delegated authority to stop work in the event of unsafe practices.
  • Provide direction to the project engineer and maintain priority on critical path items necessary to keep the project schedule.
  • Monitor subcontractor and supplier performance with respect to timeliness, efficiency, and quality.
  • Review deliveries for timeliness and accuracy, while verifying the delivered product is consistent with the approved submittal.
  • Complete daily reports involving inventory, ongoing and completed work items, weather conditions, quality and safety issues, and site visitors.
  • Provide weekly updates for “as-built” conditions and continual maintenance of safety logs.
  • Create a punch-list for completion prior to the request for a “Substantial Completion” certificate and coordinate with the superintendent and subcontractors for completion of punch-list items.
  • Represent the company during the testing of alarm systems, mechanical systems, and equipment.
  • Coordinate with project management to ensure all close-out documents are complete and submitted.

Requirements:

  • 10+ years of proven experience in construction management, safety management, and quality control management (preferably on Federal/Government contracts).
  • Required certifications include OSHA 30, EM 385-1-1 40 Hour, USACE/NAVFAC Construction Quality Control Management for Contractors (QCM).
  • Can demonstrate a proven successful project history of maintaining quality and safety, you excel at managing rapidly changing priorities to accomplish project goals.
  • Effectively manage field staff by appropriately staffing projects, providing formal and informal evaluations/feedback, addressing employee issues, and providing appropriate training and mentoring
  • Use strong verbal and written communication skills to interact with all levels of employees, company management, and outside partners such as owners, architects, engineers, subcontractors, and suppliers.
  • Don’t mind flexible work hours, with an average of 50 hours per week or as needed.
  • Has a working knowledge of computers and proficiency with Microsoft Office suite and project management software.
  • Can work outdoors in extreme conditions such as cold, heat, and humidity on a regular, daily basis.
  • Able to stand, climb, bend, and stoop on a regular, daily basis.
  • Maintain a valid driver’s license and operate a personal vehicle.
  • Must be able to successfully complete a background check.
  • Use of visual and auditory skills.
  • Travel requirements up to 25%.

Desired Education and Skills:

  • Bachelors degree in Project Management, Construction Management, Safety Management, Occupational Safety and Health, or a related field is a plus.
  • Experience will contracts exceeding $10M+.
  • Prior experience working with US Army Core of Engineers and Naval Air Stations.
